West Cumbria Mining (WCM) submitted a planning application in May 2017 for the development of a new metallurgical coal mine and associated infrastructure including rail loading facility near Whitehaven. The application was determined at Committee on 19th March 2019, with the decision ratified by Committee on 31st October 2019.
Since then, WCM has undertaken a review of the coal processing plant design with the objective of minimising or eliminating the by-product or middlings coal material. This work has resulted in a modified process with a minor adjustment to the internal design of the processing plant equipment. This will enable all of the coal recovered from the Run of Mine (ROM) material to meet the classification requirements for our target product, metallurgical coal.
Therefore, all of the processed coal transported from the site (i.e. 2,780,000tpa at full production) will be premium metallurgical coal for use in steel making. There is no change to the proposed annual quantity of coal produced from the mine, which remains consistent with the original application.
As a result, a number of updates (see the Covering Letter document via download link below) have been made to the Environmental Statement to take into account the changes proposed to the internal elements of the coal processing plant. These changes mean that the proposed development will need to return to the planning committee for consideration.
The full documentation, which has now been submitted to Cumbria County Council (CCC), is also available to view on our website www.westcumbriamining.com as well as via the CCC Development Control Planning Portal. Whilst it would be normal practice to have printed copies of planning documents available for viewing in public buildings (such as the library and Copeland Council offices) during the consultation period, the current social distancing and Governmental advice regarding Covid-19 means that these buildings remain closed at this time.
WCM does have a full printed copy of the documents at its Haig office in Whitehaven and these will be available to view from 10am – 4pm, Monday – Friday, with effect from 13th May, in line with the public consultation process which closes on 15th June. We would ask anyone wishing to physically view these documents to observe the social distancing rules and advise that we will only be allowing one viewing at a time.
